In a single budget speech delivered to the National Parliament, Bangladesh's Finance Minister Amir Khosru Mahmud Chowdhury announced what may be the most consequential overhaul of the country's business environment in a generation. The proposals for the 2026–27 fiscal year signal a deliberate pivot: Bangladesh is no longer content to be merely competitive — it intends to lead.

The One-Week Rule — and the Silent Yes

At the heart of the reform agenda is a principle deceptively simple in its logic: applications for business registration, approvals, and government clearances must be resolved within a maximum of one week. The enforcement mechanism is equally bold — if the relevant government body fails to respond within that window, the application is automatically approved. Silence, for once, means yes.

This "deemed approval" mechanism directly addresses one of the most persistent complaints from investors in Bangladesh: that bureaucratic inertia could hold up critical clearances indefinitely. By converting inaction into implicit consent, the government has fundamentally shifted the burden of proof.

48-Hour Company Registration

The minister announced that company registration — from name clearance through to certificate issuance — will be completed entirely online within 48 hours. For small and new businesses, a preliminary online approval system will allow entrepreneurs to begin operating immediately, with full registration to be completed over the subsequent six to twelve months. Municipal trade licences will progressively be integrated into the central digital service platform.

Welcoming the World: Visas, Work Permits & Foreign Capital

Foreign experts and skilled workers will receive work permits within 7 days. Investor visas will be issued within 10 days, and a new five-year multiple-entry visa is to be introduced for qualifying investors, reducing the recurring friction of visa renewals for committed partners. Foreign workers' security clearance processes will also move online with defined timelines.

For foreign investors seeking to repatriate profits, applications will now be settled within 30 days. Unlisted companies will be able to repatriate up to BDT 100 crore without requiring prior Bangladesh Bank approval — a significant loosening that signals confidence in the rule-based investment environment the government is building.

Plug-and-Play Industrial Zones

Selected industrial zones and economic areas will be developed as "plug-and-play" facilities — meaning land, infrastructure, electricity, gas, water, road connections, and preliminary approvals will all be pre-arranged and coordinated before investors arrive. The result: a factory can be set up and production can begin the moment land is allocated. Bilateral investment treaties will be expanded and double taxation avoidance agreements updated to further strengthen legal protections for foreign investors.

Tax, VAT and Customs: Power Decentralised

One of the most structurally significant announcements concerns the removal of the unilateral discretionary powers of individual tax officers — a reform long demanded by the business community as a guard against arbitrary assessments and corruption. Tax and VAT appeal fees will also be reduced.

On customs, private laboratories will be permitted alongside government laboratories to clear goods — directly targeting the bottlenecks that slow product testing at ports. The annual bond audit obligation for 100% export-oriented ready-made garment factories will be lifted.

Corporate income tax returns will for the first time be available for online filing, alongside a special tax incentive for early filers. Mandatory e-VAT filing begins at the start of the next fiscal year, with a simplified separate VAT return form introduced for small taxpayers.

Digital Finance: The BDT 50,000 E-Loan

A new instant digital micro-loan — the "e-loan" — will allow individuals to borrow up to BDT 50,000 with zero paperwork, entirely through digital channels. The IPO process will be moved entirely online. A commodity exchange — the country's first — is also planned.

The Principle Behind the Reform

The minister was careful to frame this not as a dismantling of oversight but as a modernisation of it. Necessary laws, regulations, and monitoring systems will remain. What is being stripped away is unnecessary complexity, administrative delay, and the discretionary power that creates fertile ground for corruption. Verification will operate under clear rules, defined timelines, and with the assistance of technology.

A high-level task force is to be established to oversee implementation. The test of these reforms will not be in the speech, but in the execution — and Bangladesh's investors, domestic and foreign alike, will be watching closely.
