CCCI Election 2026 Finally Confirmed for 23 May After Court Order

Chittagong Chamber Polls Finally Set for 23 May
The long-awaited biennial election of the Chattogram Chamber of Commerce and Industry (CCCI) is now set to take place on 23 May, following a major legal development at the Appellate Division’s Chamber Judge Court.
On Thursday, the Chamber Judge Court suspended an earlier High Court order that had temporarily halted the election process. As a result, there is currently no legal barrier preventing the election from being held as scheduled.
Earlier in the day, the High Court Division issued an interim stay on the election proceedings following a writ petition filed by SM Nurul Haque and others. The order created uncertainty over the fate of the polls.
However, the Ministry of Commerce quickly challenged the High Court order. Acting on instructions from the Attorney General, an urgent miscellaneous petition was filed before the Chamber Judge Court of the Appellate Division.
After hearing both sides, the Chamber Court stayed the effectiveness of the High Court’s order and restored the election process. The matter has now been fixed for hearing before the full bench of the Appellate Division on 8 June. Until then, the High Court’s stay order will remain ineffective.
Supreme Court Advocate Md Helal Amin said the matter was treated as urgent because the election is scheduled to be held this Saturday. According to him, the Chamber Court’s order allows the election process to continue.
Meanwhile, the Commerce Ministry’s Commerce Organization-1 branch issued formal instructions to the chamber administrator to ensure that the election is conducted in a fair, neutral, credible and transparent manner.
A letter signed by Senior Assistant Secretary Ashraful Siddique directed the authorities concerned to take all necessary measures to complete the biennial election in accordance with existing laws and regulations.
The chamber authorities confirmed that voting will be held on Saturday, 23 May, from 9:00 AM to 4:00 PM.
According to a notification issued on 18 May by Election Board Chairman and Local Government Director for Chittagong Division Monowara Begum, the election schedule has already been published on the chamber’s notice board, website, Facebook page and through SMS notifications.
An orientation programme involving around 150 election officials and staff members was also held at the World Trade Center conference hall on Thursday afternoon to finalize preparations for polling day.
The Election Board has sought cooperation from the Ministry of Commerce, district administration and law enforcement agencies to ensure proper monitoring and security during the election.
The last competitive election of the Chattogram Chamber was held on 30 March 2013. Since then, committees were formed mainly through consensus-based selection without voting.
Following the political changes of 5 August 2024, the chamber administration underwent several reshuffles, while repeated attempts to hold elections were delayed due to legal disputes and writ petitions filed by rival candidates.

চট্টগ্রাম চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি (CCCI)-এর বহুল প্রতীক্ষিত দ্বিবার্ষিক নির্বাচন অবশেষে আগামী ২৩ মে অনুষ্ঠিত হতে যাচ্ছে। আপিল বিভাগের চেম্বার জজ আদালতের এক গুরুত্বপূর্ণ আদেশের পর নির্বাচন আয়োজনের পথে থাকা আইনি বাধা আপাতত দূর হয়েছে।
বৃহস্পতিবার চেম্বার জজ আদালত হাইকোর্টের আগের একটি আদেশের কার্যকারিতা স্থগিত করেন। ওই আদেশে সাময়িকভাবে নির্বাচনী কার্যক্রম স্থগিত করা হয়েছিল। ফলে এখন নির্ধারিত সময়ে নির্বাচন আয়োজনে কোনো আইনি বাধা নেই বলে সংশ্লিষ্টরা জানিয়েছেন।
এর আগে একই দিনে এস এম নুরুল হকসহ কয়েকজনের দায়ের করা রিটের পরিপ্রেক্ষিতে হাইকোর্ট বিভাগ নির্বাচনী কার্যক্রমের ওপর অন্তর্বর্তীকালীন স্থগিতাদেশ দেন। এতে নির্বাচন নিয়ে ব্যবসায়ী মহলে অনিশ্চয়তা তৈরি হয়।
তবে বাণিজ্য মন্ত্রণালয় দ্রুত হাইকোর্টের ওই আদেশকে চ্যালেঞ্জ করে। অ্যাটর্নি জেনারেলের নির্দেশনায় আপিল বিভাগের চেম্বার জজ আদালতে জরুরি বিবিধ আবেদন করা হয়।
উভয় পক্ষের শুনানি শেষে চেম্বার আদালত হাইকোর্টের আদেশের কার্যকারিতা স্থগিত করেন এবং নির্বাচনী কার্যক্রম পুনরায় চালুর পথ খুলে দেন। বিষয়টি আগামী ৮ জুন আপিল বিভাগের পূর্ণাঙ্গ বেঞ্চে শুনানির জন্য নির্ধারণ করা হয়েছে। ততদিন পর্যন্ত হাইকোর্টের স্থগিতাদেশ কার্যকর থাকবে না।
সুপ্রিম কোর্টের আইনজীবী মো. হেলাল আমিন জানান, নির্বাচন শনিবার অনুষ্ঠিত হওয়ার কথা থাকায় বিষয়টি জরুরি হিসেবে বিবেচনা করা হয়। তার মতে, চেম্বার আদালতের আদেশের ফলে নির্বাচন কার্যক্রম চলমান রাখার সুযোগ তৈরি হয়েছে।
এদিকে বাণিজ্য মন্ত্রণালয়ের বাণিজ্য সংগঠন-১ শাখা চেম্বার প্রশাসককে নির্বাচন সুষ্ঠু, নিরপেক্ষ, গ্রহণযোগ্য ও স্বচ্ছভাবে সম্পন্ন করার জন্য আনুষ্ঠানিক নির্দেশনা দিয়েছে।
সিনিয়র সহকারী সচিব আশরাফুল সিদ্দিক স্বাক্ষরিত এক চিঠিতে বিদ্যমান আইন ও বিধিমালা অনুযায়ী দ্বিবার্ষিক নির্বাচন সম্পন্ন করতে প্রয়োজনীয় ব্যবস্থা গ্রহণের নির্দেশ দেওয়া হয়।
চেম্বার কর্তৃপক্ষ জানিয়েছে, শনিবার ২৩ মে সকাল ৯টা থেকে বিকেল ৪টা পর্যন্ত ভোটগ্রহণ অনুষ্ঠিত হবে।
১৮ মে নির্বাচন বোর্ডের চেয়ারম্যান ও চট্টগ্রাম বিভাগের স্থানীয় সরকার পরিচালক মনোয়ারা বেগম স্বাক্ষরিত বিজ্ঞপ্তিতে জানানো হয়, নির্বাচনের তফসিল ইতোমধ্যে চেম্বারের নোটিশ বোর্ড, ওয়েবসাইট, ফেসবুক পেজ এবং এসএমএসের মাধ্যমে প্রকাশ করা হয়েছে।
ভোটগ্রহণের প্রস্তুতি চূড়ান্ত করতে বৃহস্পতিবার বিকেলে ওয়ার্ল্ড ট্রেড সেন্টারের কনফারেন্স হলে প্রায় ১৫০ জন নির্বাচন কর্মকর্তা ও কর্মচারীকে নিয়ে একটি ওরিয়েন্টেশন কর্মসূচি অনুষ্ঠিত হয়।
নির্বাচন সুষ্ঠুভাবে সম্পন্ন করতে নির্বাচন বোর্ড বাণিজ্য মন্ত্রণালয়, জেলা প্রশাসন এবং আইনশৃঙ্খলা বাহিনীর সহযোগিতা চেয়েছে।
চট্টগ্রাম চেম্বারের সর্বশেষ প্রতিদ্বন্দ্বিতাপূর্ণ নির্বাচন অনুষ্ঠিত হয়েছিল ২০১৩ সালের ৩০ মার্চ। এরপর দীর্ঘ সময় ধরে ভোট ছাড়াই সমঝোতার ভিত্তিতে কমিটি গঠন করা হয়।
২০২৪ সালের ৫ আগস্টের রাজনৈতিক পরিবর্তনের পর চেম্বার প্রশাসনে কয়েক দফা পরিবর্তন আসে। তবে আইনি জটিলতা ও প্রতিদ্বন্দ্বী প্রার্থীদের রিট আবেদনের কারণে নির্বাচন বারবার পিছিয়ে যায়।
